a carrier is refusing to ship my item forward

My item is stuck in a Hub since 25.10.2024. Last message on the tracking system said: "Carrier refused to ship item forward - Unfortunately your item cannot be delivered". What is going on??? Can you please resolve this issue and inform me about a progress with the delivery of my item. Your assistance with this matter is highly appreciated. Thank you.
