You don't need to contact eBay Help.

 

If you've received an item not as described / faulty etc,  and it's still within 30 days of receiving it, go to your Purchase History page and open a return request using the reason 'item not as described' .

This will open a claim  through eBay's Money Back Guarantee

The seller will have 3 business days to issue you with a return label with tracking.

 

If the seller doesn't respond during that time, you can ask eBay to step in and you'll be refunded.

If you've left it too late , as a very last option, you could try a chargeback through your bank
