If pages load properly in other browsers and you have tried clearing cache and manually deleing eBay cookies in Chrome, make sure you have cleared your cache "for all time"; in some cases the default is the last 24 hours or some other limited period.
Next try disabling add ons or extensions, to see if that makes a difference.
If the page loads properly when using an incognito browser window in Chrome, then there is something in your cache, cookies, settings or profile that is causing a problem.
