I got that popup with a $5 coupon many times but never used it because I would rather use my laptop. It "should" work in the eBay app though if the price of the item is at least $30, that's what the ad said. Contact eBay via live chat to explain your issue.

PS: Have you looked at where the item is listed? Just in case the seller listed the item under "other"...
