If an item is not as described, and your seller is asking for a video, be cautious. How long is it since you received the item? Is the seller registered in China? Is it possible the seller is stalling you because it’s close to the 30 day timeframe limit for opening a not as described case to get a full refund?
If the timeframe is close to that limit, and you haven’t opened an official case/dispute/refund request, open it now.
If you have opened the official dispute, but the seller is delaying by asking for this and that, and if the timeframe after opening the dispute is getting close to 21 days, you need to ESCALATE the case. There should be the option to ask eBay to step in.
Does that help? It might be more pertinent than trying to attach a video to send the seller.
