a) If it's broke, don't bother fixing it. Our IT people don't have the capability.

b) If it ain't broke, fix it. Except that our IT people don't have the capability without breaking it.

c) Therefore, when the IT people aren't doing b), they can do cosmetic changes, hopefully maximising confusion.
