I think someone can have a good heart, mean well to a degree and still be racist. This can be due to learnt phobias, programming, trauma and an inability to deal with that trauma properly.
I regard racism as an illness, a disease of the mind and a curse on the person infected with it. So the person may be internally good but due to the infection of this horrible disease, they're externally not good!
