It might pay you to read up on Health emergencies, for eg. Which the entire country has declared. Thus empowering them to do what it takes to protect citizens. Like Victoria did, and SA seems reluctant to do.

@davewil1964 This link may help you to gain a better understanding of the tiers of law and their place in an emergency such as COVID.......You will note that it is the declaration of a State of Emergency ( or disaster, depending on legislative names in each state ) by STATE administrations that gives a government the rights to over ride civil liberties and constitutional rights. ( or to use your term, " to do what it takes to protect citizens" ) The article notes that the Commonwealth ( or Federal government ) does not have the Constitutional power to do this. All completely consistent with my statements on the issue including the highlighting of the constitutional law inaccuracies in your posts..
