Too many defects for late delivery after February and a sellers account will be " managed" ( read restricted ) including restrictions on OS sales. There is a mandated % I read somewhere. 5 % I think it was but others may know for sure.

OS sales are the biggest problem area as goods can be held in customs for weeks resulting in sellers accounts getting hit for delayed postage . Tracking is too expensive for many OS items and once you add ebays 10 % commissions on OS postage it just turns into a total, expensive mess.
