if you blocked a buyer, do they get notified that they got blocked by that

particular seller?

Only if they attempt to purchase from you.

Nope. The get a nice red banner come up when they try to buy

that says something like 'seller is not taking bids etc from you at this time'

I did that now that member is sending me annoying messages, i guess they could have come up with a better thought out notice huh?

I am blocked buyer from seller who I have never purchased and cannot understand why?

You've dragged up an 8 year old thread, but I'll reply anyway. Maybe the seller doesn't post to your location. Maybe you have a PO box as your postal address and the seller uses a courier. Maybe the seller saw your feedback left for others and wasn't happy about your constant demands for feedback (which by the way is voluntary and not a must).
