When you ring the paypal Australia toll free number it goes direct to paypal in the USA...you speak to Americans. I imagine if you ring their American number from overseas you will pay for the call, which might get a bit expensive as you will be ringing during their regular hours and may have to hold on for a while.
If possible I would wait till you can ring the Aussie number....let them pay for the call.
I think you have 10 days to respond to the dispute before paypal will make any decision so a short wait will not disadvantage you as much as a direct phone call will affect your phone bill.
