I'm not sure such a creature exists - eBay logic is not of our earth logic, and the language they use to communicate their logic is about what you'd expect from an alien creature studying humans remotely and via standardised texts, rather than actual human speech and behaviour. 
Seriously, though, there may be other differences between the accounts - linked and verified PayPal account, and/or valid debit/credit card on file will often cause a difference in listing limits (both make eBay feel a bit more assured they're going to be able to nab their fees).
