Is it wrong to look at cleavage?

Is it wrong to compliment a lady on her cleavage or is this consider sexual harrassment? Is it any different than complimenting her on her attractiveness or physique? Is this another one of those social constructs of what is acceptable and what isn't?

Glancing?  Not a problem with that, but if you are carrying on a conversation with her and staring at her breasts the whole time instead of her face.....that's very very wrong.

 

Complimenting her on her cleavage?  That depends.  I would say most of the time that's an emphatic NO.  You might say something flattering about nice she looks but keep it general. 

 

However there may be an exception....if the lady has just had a breast enlargement or reduction and is clearly fishing for complements, by all means say something nice....but be careful - nothing sleazy or in bad taste.

   No, I don't think so, depends how you compliment - do you just stare at them drooling, or do you actually speak?
