Ebay and PayPal are separate companies so if PP are fiddling with your account balances deal with them.

I'd be inclined to send PP an email letting them know that as the transaction is in dispute, if they remove funds from your account you will lodge a formal complaint with FOS (Financial Ombudsman Service).

That move often seems to get their attention.
