The only way to 'speak' to a human at the moment is via Live Chat (select Help at the top of any page and go from there)
That being said, depending on exactly what the issue is, if it is complicated, then fellow members here will usually be able to give far more accurate advice then an eBay cs person
Very often, people needing help with complicated things will be told anything to 'get rid' of them, or they will find the chat 'cut off' because the problem is in the too hard basket
Lots of people here have many years experience as buyers and sellers (unlike eBay staff) and have seen pretty much everything
