Can a seller refund rather than supply a paid for item because their costs have increased.

Is there a way to provide negative feedback about a seller who doesn't supply a paid for item on the basis that costs have increased?  REMOVED has refunded (which is good) but I would like to show my dissatisfaction to others.

If the option is no longer there to leave feedback, I wouldn't worry about it.

That seller has shocking feedback already, negs in the hundreds.

Look at it this way, even if you could and did, all those hundreds of other people who left dissatisfied feedback did not turn you off buying from them
