Clear cache and cookies, change browsers if using IE, reboot computer.
That will fix 99% of eBay glitches.
If that doesn't work, I have no idea.

Use a computer. eBay and apps don't play well together.

Having the exact same issue.
Support seems utterly incompentent.
I'm using my credit card, and I enter in when purchasing (I never store it)
I'm certain the details I entered are correct.
I called the bank, no record of any attempt to charge the card.
After talking to someone on support, they claimed it would be fixed within 24hrs. The next day, I tried again, exact same issue.
I tried a different card, same issue.
Support person then claims the issue is on paypals side, and I should contact them. Paypal have no record of anything related to my card.
Support person then tells me to try creating a Paypal account.
I said no, I'm going to Amazon instead.
This was all after having the same issue months ago, and I solved it then by going to officeworks to buy what I needed.
Seriously, ebay has 1 job - facilitate payments between buyers and sellers. If they can't do that properly, and if they can't provide proper support when there is an issue, then what the hell is their management doing?
Meanwhile, I ordered 2 items I needed on Kogan. The other item is on Amazon, so I'll do that later.
It looks like I'll never be a customer here again, because ebay is incompetent.

There might be a simple answer to that, looking at your feedback it's more than a year since you bought anything, after that amount of time credit cards are reissued and you have to input the new details into Paypal.
If you did not do that, then of course your credit card details would no longer be valid.
