How does eBay buyer protection work for pre owned electronic goods?

I recently purchased a pre owned PlayStation 3 on eBay through PayPal. Upon arrival the product appeared to work fine. However, after a short period of time the console froze and I had to reboot the system. Now when I attempt to turn on the console, the system turns off after 15-20 seconds. The buyer has always responded to my queries but has not been able to offer a solution to the problem. 

Any advice on how to proceed?

Give the seller the opportunity to rectify and if no joy from the seller, open a case for item not as described.

You have 30 days to do so in eBay.

To the right of item in your purchase history is return this item.

If the seller cannot offer a solution and has not offered a refund one option is to open an Item Not As Described case with eBay for a refund.
