Pitney Bowes, USPS and Paypal refunds

I bought an item from the US and it has been marked as posted.

I was checking my bank account this morning and I had 2 transactions that made no sense, I hadn't bought anything for the amounts deducted from my account.

I checked my Paylpal account and 1 payment for the item has been split into 2.

One payment is to the seller and the other to Pitney Bowes.

BTW I checked the PS tracking and the item it is coming via USPS.

Finally, to my question, if I were to dispute the transaction and was given a refund by Paypal will I get both payments refunded or just the payment to the seller?

Just the payment to the seller.

 

For an SNAD, the service for postage paid to PBs, has been performed - ie they delivered the item.

 

You would need to raise a claim for INR with PayPal against PBs and claim you did not receive what you paid for
