I purchased items. Items did not arrive and attempted to contact seller and discovered that the account is now closed. If you can't contact the seller to resolve the issue, how do I proceed to have Ebay to investigate and receive my refund? The following is the Ebay message that I received when I pressed contact seller; Contact seller ..................

Just to clarify, when you go to the seller's page does it actually state there they are' no longer a registered member' ?
Or is it that it was too long ago for eBay to do anything?
How long ago did you pay and what was the estimated delivery date?
Or it could be a glitch (if it does not say they are no longer registered)
Have you tried opening an item not received dispute?
OR a dispute through PayPal (if that is how you paid?)
But do NOT open both disputes at the same time or they will cancel each other out and you will not be able to open them again

To add
Was this the seller in Canada?
If so, they are indeed no longer registered and too long ago for eBay to get involved even if they were still 'open' (there is a time limit on disputes)
If you did use PayPal, you have 6 months to open a dispute there
