good idea to rope off those areas during nesting times and hire teams of long term unemployed to patrol and maintain integrity as part of a larger environmental vocational development or community service debt
They could also defend against animal predators such as cats and dogs etc

Good idea.
Just any untrained bodies with badges. What could go wrong? Especially those with community service debts, which means they have committed a crime.
Maybe just those convicted of hooning. The poacher and the gamekeeper scenario.

Untrained bodes drawn from the local environment protection warriors , armed with gopro cams and unlink to rapid response force
or even better just extend the existing local vigilantee resources to include protection of senstitive natural national assets
I have noticed Australia tends to be a no-risk bureaucratic concern but if will do not allocate the existing stores of idle human resources enmass many assets will fall into decay - look at the railway sidings as one enters the capital city by train....a weed infested disgrace.

That idea could actually work. Of course they would have to be supervised properly and a rehabilitation feature (for some) could be incorporated into it as well. It should be trialled.
