And yet how many state or federal ministers were called to testify before the "enquiry" and who was really responsible for the passengers being given a free pass to return to all states in Australia:

According to the law it was a Commonwealth responsibility. Something that seems to have been deflected.

Especially by the PM, who dumped it squarely in the lap of the states.
