Refund of cancelled order

My order no 0*07-07178-45612 was cancelled by seller because payment was not received on time.  Payment was made from my account on  the 9th of June. When I informed you of this, my order status then said paid.  Seller then refunded $21.99 on 16th June, however, I paid $17.99 for item, $19.35 shipping, and $7.78 import duty.  As My order was cancelled and never shipped, where is the rest of my money.  Seller tells me that ebay holds shipping fee.  Please refund asap.

eBay only hold the import duty. (GST)

But if the seller is using the GSP, then they take a percentage of the shipping cost and also collect the duty.
