When I go to leave feedback Ionly see Positive and Leave Feedback Later. Where is Negative & Neutral?

ebay do not allow sellers to leave neg/neutral feedback 

You can open an unpaid item dispute (if that is the problem) so the non-payer gets a strike if they still refuse to pay

IMHO, sellers should be able to do both (although many people disagree)
