If a buyer wants to make an offer-how can I write $$$ or best offer so I can formally accept it?

It is actually againt policy for a buyer to make an offer on an item that does not have the best offer button. You can add a buy now to an item without bids, but as soon as some-one bids, the buy now will disappear. If the item has bids, you will have to end the listing, cancelling the bids in the process which will no doubt aggravate the other bidders, and relist the item as a buy now. Or you can simply tell them that the item does not have the buy now option, and they are welcome to bid.
