Anyone else experiencing delays on ebay feedback?

ebay and AP are STILL showing a parcel I sent on 7th Feb as "in transit (delayed)" 
Sent from Melbourne to Geelong, ETA 11th Feb
I'd raised a missing item enquiry with AP immediately it was late (have found that to be the best policy)
I contacted the customer today, who said they'd received their parcel last week and  said they had left feedback.
However, there is NO feedback shown for the item (icon still blank) and tracking still not saying delivered.
Any ideas why?
