Details of quota for zero insertion fees

If I list items within my quota for this month, but they end next month, will they also count towards next month's quota? Or is it based strictly on the time the auction starts?

If I relist an unsold item is that counted like a new item for the quota? For example if I list 20 items in a month and none sell, if I relist them is that my quota of 40 used up?

If you list an item that ends the following month it is not counted in the new months allowance.

ONLY listing is counted towards the allowance not the ending date.
