If a buyer cancels a sale on ebay- why are sellers still charged Fixed fee or the transaction

 If a buyer cancels a order - why are seller charged a Fixed fee charge - Fixed fee is irreversible and cannot be credited if a sale is cancelled.

and so hard to work out what the fee is for - the  reference takes you to a page Sorry, we're having a technical hiccup right now.

There is no way to tie the transaction to a sale and there is no view info link on the all transaction page.

Because it's part or eBay's T&Cs. Just as it was part of Paypal's for the last several years.

I don't believe that was paypal policy- I was never charged for a cancelled order - it was fully refunded at no cost to me - just reversed

If a buyer paid via PP, the flagfall charge was never refunded to the seller.
