Member (USA ebay) claims item arrived damaged but refuses to send photo

Sold a pair of expensive shoes in as new cond, no marks or damage, well packed and buyer has claimed they arrived damaged. Her emails were nice and friendly to start with and she promosed photos to show the damage, but she is becoming quite nasty and accusatory, no photos sent. The item was sent registered international post so insurance will cover it but she claims I need to submit the claim. Without proof of damage how can I do anything. It's her word, maybe they were damaged. I think she may be fishing for a partial refund. I understand I am a sitting duck for paypal charge back, what do I do? Thanks in advance
