Blocked bidder wont take no for an answer

Hi, i have a bidder/buyer who contacted me. I have a item listed as buy it now. She firsyly demanded the price to what she wanted to pay. Told her politely i wanted bin price. She threw a dummy spit at me when i wouldnt lower price for her, telling me she will take her business elsewhere. Off to the blocked bidders list she went. 3 weeks later she back demanding to know whg she cant buy my item.

Where and what can i do to stop her. She doesnt take NO for a answer.
