I have checked her feedback of 9...all positive but all saying no payment....why are we no longer alowed to give negative feedback and have to put up with this waste-of-timers.

What would happen if you could leave negative feedback?
They would leave you some in return.
It wouldn't stop them bidding or using BIN.
Carp sellers would blackmail buyers who think feedback matters into revising feedback thus artificially inflating their feedback percentage.
A lot of sellers would make comments that are not professional and actually make them look bad.
The system in place now whereby a seller can go through the unpaid item process and the transaction is completely cancelled so no feedback can be left by either side along with buyer blocks which mean you can block repeat offenders works much better.
Either you do not have your blocks in place or those previous sellers did not bother going through the unpaid item dispute process.
