If a zero feedback person bids on any of my items do I have the right to cancel their bids as I get tired of zero feedback people bidding on my items and not paying, hence a 5 day wait to start a dispute and then another 4 day wait to get my final value fee back before I can relist. Also I lose a free listing as well.

No you dont have the right to cancel thier bids, you were a zero FB member yourself at one point. You dont have to wait 5 days to open a dispute, its 4, and there is no reason to think this new member wont pay. I had a member with over 1000 fb try to purchase on of my items today, and they were blocked due to having too many unpaid items, so the amount of FB a member has, is no indication of what type of buyer they are.
