Why am I been charged for promotional fees when the ad has not been promoted at all?

I have a few sales this past week where I have been charged for promotional fees when the ad has never been promoted at all, says sold by promoted listings, any ideas?

There was another member recently with a similar issue.

Turns out, they did have it promoted but had cancelled the promo.

However eBay's terms state if an item sells within a certain period (I think it was 30 days) after promo cancelled, it is still deemed as having been sold via advertised promo.

Thanks for the reply, both the sales are brand new listings & 100% not promoted, I will get hold of eBay an take it further with them.
