buyer won item now wants to pick up for lower price

This buyer has won the item in an auction now wants to have it at a lower price

It has taken him 8 days to contact me, I want to cancel the transaction but he wants it. (he won it at $182.50 now says he wants to pay $100 )

Can he leave me negative feedback if I cancel the transaction ???

The proper procedure is as follows - 

Open an unpaid item case and close it 4 days later.

You get your fee back, buyer gets a strike and you are then free to relist.

Once the unpaid case is closed neither party can leave feedback.

If the buyer leaves feedback before the case is closed, once you close it, call ebay to have the feedback removed.

 

(The buyer is obligated to completing the transaction at the sale price, NOT less than).

 

Also don't be talked into sending a Mutual Cancellation as the buyer needs to agree and they may not select agree.

If they select not agree, you cannot open another case of any kind. So best to open the unpaid item case.
