How can I tell if my account is with eBay plus , or just a regular eBay account ?

If your items as a seller qualify individually, they might be included in eBay Plus. Only eBay knows.

I know mine don't, as I am not prepared to lose money for dubious returns.

It doesn't just happen, you are required to join.  You must know if you have joined up or not
