How do I send a viewer, not watcher an offer for one of my items

Hi

I am an ebay seller and I noticed I got emails for a special one time offer for an item i only viewed, not put in my watchlist.

How do you set this up through the ebay computer system please

Since you have a store, you can also use "promotions manager"

According to this thread in the US https://community.ebay.com/t5/Selling/Seller-offer-sent-to-viewers-of-items/m-p/31123135#M1628718 if you only "view" an item without adding it to your watchlist, it is eBay that sends you an offer. I do receive emails about items I have just viewed, but don't even open them, so I don't know what they say. 

If eBay can really send offers to "viewers", there should be an option for the seller to determine how much the discount should be, as I don't think eBay could otherwise do that.
