When you get down to Postage Policies there will be a Blue link to 'Create your own Policy'. Click on that and it should open a window.
Tap down to Domestic Postage and click the drop down box. There is and option for 'No Postage: Pick Up only. Click on that and save as your Postage Policy for that listing.
I agree they don't make it easy.
