Unfair "Internatiional Fee"

I sold an item on eBay on July 14, 2023. The person I sold it to lives in Atlanta, but originally registered in South Korea. Even though the person lives now in the US and the item was shipped to Atlanta, eBay charged me an "International Fee." When I spoke with an eBay representative, she said the fee is based on where you originally registered. She also said that the buyer would have to create a whole new eBay account for this fee not to be levied again. This makes no sense at all since the item was shipped to Atlanta (not Korea) and I'm sure the gentleman who bought my item has no idea that he would have to create a brand new account registered in the US. This seems so unfair as a seller!

I also noticed that eBay applied the "Final Value Fee" to include the sales tax the buyer needs to pay. So, now I have to pay a % to eBay based on the sales tax amount. I'm sure glad the buyer doesn't live in NYC!
