I got an email off ebay to list my next item with no fees, this message was only in my emails not on my ebay, could it be a scam, and if not, part of t&c's was "qualifying sellers must list using the USER ID at top of the invitation", what does that mean exactly?

I've had the same promo email from eBay, it's only ever been sent to the 3rd, completely inactive ID I have (bought one thing with it over a year ago, never sold anything), so it could be genuine. 

 

They stipulate that only the user ID the invite has been sent to qualifies for the offer so that you wouldn't be able to try and accept it from any other IDs you might have, I guess because it's sent to non-seller IDs (I presume) as a way to prompt them to start selling.

Yer, I thought the same, to prompt buyers only to start selling, I have sold, just wasn't shure of the t&c I quoted.
