procedure in buyer dispute

I have an open dispute where the seller says that his parcel destined for Santa Barbara CA has been delivered to Fort Worth in Texas.

I have a snapshot of the parcel which shows the correct Santa Barbara address.

And amazingly, USPS have downloaded full tracking

I don't know why it was forwarded to Texas unless the occupant did it.   Any suggestions, please?

very strange....looks like it was onboard for delivery to correct address on 07/10.....can you Google Earth their address? It's not a military base or anything like that is it?

No - it's just a house. 

I think the buyer should follow it up with USPS - I can't do much here, as I didn't pay for tracking in the first place.   It is only lucky that USPS tracked it.
