how do I go about contacting ebay to report a seller who won't cooperate with the warranty offered?

I'm trying to contact Ebay to report someone who won't cooperate with the warranty offered on an item but it would appear that this is as difficult as dealing with the seller in question.  Any help would be greatly appreciated
