I have had a number of unsatisfactory experiences dealing with sellers with regard to best offers recently and I want to be able to ensure that I don't have to encounter them again. Can inadequate sellers be blocked or put on a "black list" or something similar?
I created a watchlist titled "Black Listed Sellers" and picked an item from each seller and put it on the list with a note to self about why they fail. But this is a rather crude and clunky way to do this. Can inadequate sellers be blocked or put on a "black list" or something similar?

Are you making low-ball offers ? In my experience 10% off the marked price is reasonable, below that you'll likely get rejected.

Inadequate because they reject or ignore low ball offers?
If you have had 'a number' of these unsatisfactory experiences' it suggests you are the problem, not the seller

That really isn't relevant to the question. Can inadequate sellers be blocked or put on a "black list" or something similar?

That is unnecessarily hostile.

Since two of us asked the same question, I'd say it's very relevant.

In no way hostile at all, sorry you dislike being called out
Totally valid response to someone who has just said they have had a number of unsatisfactory experiences
and labels such sellers as inadequate , unsatisfactory and fails

I want to know if there is a way to block sellers or put them on a list so I don't have to deal with them again. There is nothing else to discuss here. If you can't answer my question, please stop menacing me.
