I am trying to put an offer of $120.00 USD on eBay AU and selecting quantity of 3 on this item 303359485084.
eBay AU Buy it Now shows $127.59 USD.
eBay US Buy it Now shows $115.99 USD.
I keep getting an error message saying "Your offer is higher than the Buy It Now price"
Looks like GST isnt being taken into consideration. Yet another error in eBay.

BJ, seriously, I wouldn't touch it with a 10 foot pole. Coming out of China, from a seller with appalling feedback, including feedback for fakes and poor quality. Not to mention their listings are "private", so you can't see which items have had bad feedback left for them.
The universe is trying to tell you something, but you not being able to make an offer. You choice, but I'd be looking elsewhere. Definitely not from a Chinese seller accused of selling fakes, with horrid feedback.

Could it be because it shows as $US115 on the US site that it won't accept the offer? Even though you're trying to buy from the AU site? Have you tried buying from the US site and putting an offer of under $US115?
