I have had the problem in the past where I have purchased an item from China, that has taken several weeks to arrive, incomplete or damaged, or if the item hasn't arrived and I contact the seller about this, the seller has promised to re-send. The re-sent item, surprise surprise, doesn't arrive either. By the time I have waited for the replacement it is too late too leave negative feedback, or indeed, any feedback at all, and I am out of pocket, left with a useless item, or none at all.
The idea is to get that feedback up before the time limit has been reached. Last I saw, it was 40 days from purchase. Is this still the case?
