I bought an item and paid for it second day, then , surprise me by cancelling the deal and refunded

I bought an item on ebay and paid for it "paypal", I found out , that the deal is cancelled  as I asked for " while I did not ask to cancel the deal > , the seller relisted this item and cancelled the auction before due date>

where can I go to open dispute to solve the problem and paid for it to be send??

There really isn't much you can do, you can't force the seller to send the item all you can do is give appropriate feedback.

There is no dispute so you cannot open one.

You have been refunded, you need to move on and find another seller.

Whilst it's not good form on the sellers behalf, you cannot force the seller to send the item.

If you can, leave feedback to reflect your disappointment.

The OP states that the item was relisted Papermoon, but the one they got the neg for wasn't relisted.

Yes, it is strange. The OP says the item was relisted and "cancelled before due date", but it should still be in the completed listings I think (like "the listing was ended by the seller because..."), so it is probably something else.

The OP won the samsung phone but it's not relisted now, maybe pulled down.

Yes, maybe it was pulled down by eBay as the seller has no other fb as a seller but that left by the OP, so maybe eBay penalized the seller for the neg fb and the seller can't sell at all at the moment.

Short answer - you can't.

Until the seller sends it, even though you had paid, it is still theirs. You can't force them to let you repay.

I have no idea why they cancelled, but that doesn't really matter. There is nothing you can do to force the issue as they have refunded you.

Find another seller.
