pay pal dispute

Hi, purchased 3 x sets of figures of a china seller, got parcel today and it has 1 x set of figures sent with tracking number.

Now if i open a dispute for items not recieved, can this seller just give tracking on the parcel of 1 x set and then pay pay will close in their favour?

I believe there is an option now in the Paypal dispute area to select that only part of the order was received (or similar wording). I havent tried this myself so apologise if it's incorrect info,  but have seen others mention it on the boards and AC.
