check out problem

I have an unpaid item case opened against me. I've been having heaps of problems with the checkout lately. The seller's listings all said that they ship to New Zealand. When I try to pay for them, with the shipping address being in New Zealand, it says the seller won't ship to New Zealand - but the auction says it does. I've tried messaging the seller and requesting a new invoice, but the seller is Chinese and obviously doesn't understand what I'm talking about (I have had this problem before with American and Chinese sellers who have been able to resolve the problem with a new invoice EG), as they just reply with "?". I try to explain myself as clearly as possible but if they don't understand, I don't know what else to do, as there's no one to contact with unpaid cases (as opposed to resolution cases). Help please?
