Buyer made an offer but can’t make another..why?

Buyer made an offer for an item. Now they are telling me they can't make another offer on same item.

They said got a message that tells them eBay won't let them. 
is this right?

You both "should" be able to make 3 offers/counteroffers, maybe there's a glitch in the system - not unheard of for eBay,,,,,,,,,

Did you counteroffer?

Reject their offer?

I'm not 100% sure about how it works. I only accept offers for specific listings and the buyer knows what to offer.

Try adding the buyer to your buyer requirements exemption list -

Then tell the buyer to try again.
