I know this sounds strange, but the item has gone missing in transit and the seller has really done everything to find it, and has refunded through PayPal the cost.
I do not want to leave them either a neutral or negative feedback.
Can I leave a positive and state that although it did not arrive, I believe that the seller did their best.

Of course you can leave positive feedback, I'm sure the seller will appreciate it.

Ask yourself...is the seller going to leave you feedback for a none event? it would be preferrable to not leave any feedback in this situation JMO

OP, go ahead and leave the seller a positive and I'm sure you'll receive one too.
