This seller is listing things like 'Hollister Womens Shirts,T-Shirts and Tops' in the Women's Clothing category for $1 and then inside the listing it's just some silly shipping code. It's very misleading and they have tons of similar listings.

It is certainly a misleading title, but don't dismiss the service being adveertised as "some silly shipping code".

Some US sellers and even mainstream stores will not send to Australia and this seller is offering to forward your shopping on to you for a quite reasonable fee.

Plenty of websites provide forwarding services though. I find it annoying that it's listed as clothing in the clothing category when it's no such thing.

You can always report it....there is a report button on every listing.

I'm aware of that and I did so, but ebay seems to think it's fine which is why I was wondering if it was allowed.

It often takes ebay a considerable time to take any action on anything.

I'm afraid misleading listings/titles are rather low on their list of priorities.

All you can do is keep reporting the listings.

To answer the title question...

No, it's not allowed.

1 - keyword spamming.

2 - intangible items are prohibited on eBay AU, (presuming they mean to email the codes, not post out physical items)

3 - if they want to advertise a service, they need to use a classified lising
